New government proposals on filesharing

This morning the government intend to unveil new proposals on filesharing. The proposals are widely expected to include an effective declaration of war on 7 million filesharers and on the civil liberties of all Britain's internet users.
I've discussed this on my personal blog; the Pirate Party will comment on this further as the details come in.

Directive 2002/22/EC of the European Parliament and of the Council of 7 March 2002
on universal service and users' rights relating to electronic communications networks and services (Universal Service Directive)
CHAPTER II
UNIVERSAL SERVICE OBLIGATIONS INCLUDING SOCIAL OBLIGATIONS
Article 4
Paragraph 2.
"The connection provided shall be capable of allowing end-users to make and receive local, national and international telephone calls, facsimile communications and data communications, at data rates that are sufficient to permit functional Internet access, taking into account prevailing technologies used by the majority of subscribers and technological feasibility."
The onlt time in the document that states whaen service providers are permitted to disconnect users is when they don't pay their bills.
