Communication traffic monitoring

Introduction

This includes email, normal internet traffic, telephone traffic etc. This also covers (and possibly conflicts) the various EU and Home Office "Data Retention" laws/guidelines.

7.1 Powers of service providers

What powers should service providers (including ISPs and telephone companies) have concerning their customers' data? This does not affect the powers of the Security Services, Police or similar agencies.

  1. SPs should be legally required to monitor the content of all traffic passing through their systems.
  2. SPs should be legally required to record the end points and other details (such as time/protocol) and allowed to monitor the content of traffic.
  3. SPs should be legally required to record end points but not allowed to monitor content.
  4. SPs should be allowed to record end points and monitor content.
  5. SPs should be allowed to record end points, but not monitor content.
  6. SPs should not be allowed to record or monitor anything.
