4.1 Pulbic Say in new legislation
To what extent should the public have a say in any new legislation? The vote would not necessarily have to be binding; perhaps with the legislation only being blocked if a certain percentage voted against it.
- Full public vote on any new legislation.
- Full public vote on any new legislation dealing with certain issues (such as occurs in the US with votes on certain "Propositions" being included in election ballots or occurred with the proposed EU Constitution).
- Sampled public vote on all new legislation.
- Sampled public vote on some issues.
- No public vote required.
- More debate needed.
4.2 Open Government
Should the public have access to the minutes of official Government meetings?
- Minutes of all meetings published (apart from 'sensitive' details, to be defined later).
- Minutes of meetings of the most senior officials published.
- Minutes of all meetings available on official request (something like FoI requests, but with punishments for non-compliance and easier for the general public to make).
- Minutes of meetings of senior officials available on request.
- No minutes required to be available.
- More debate needed.
