Scope

The Freedom of Speech Policy Working Group is responsible for developing the party's ideals on "Free Culture". The remit of the group is deemed to be larger than online access to cultural artifacts. It will consider all issues relating to cultural expression and access to culture irrespective of whether online or by more traditional means.

Article 19 of the UN Declaration of Human Rights asserts the right on an individual to freedom of opinion/expression. We, in the Pirate Party, understand that to include freedom of speech both online and offline.

Further the UN's International Covenant on Civil and Political Rights includes specific mention of an individual's right to freedom of speech, and belief. This includes the right to hold opinions without interference. (Also Article 19.)

The Council of Europe in its Convention for the Protection of Human Rights and Fundamental Freedoms expressly promotes the right of each individual to freedom of expression and in the rubric to the convention requires signatory states to actively enshrine the provisions in local law.
