A backup is a copy of a work kept for precautionary reasons, such as the possible failure or loss of physical media.

Summary

Under current law, it not clear whether or not the backing up of various forms of media is allowed. It is less clear whether it is possible to obtain replacement copies of previously bought media for free (i.e. file-sharing).

A policy of non-commercial sharing would mean that obtaining replacement copies of media that has already been bought would be explicitly legal, and it is implied that backing-up media would be allowed.

Ripping

Under UK law, it is illegal to copy music from physical media for "the purpose of private copying" without permission from the rights holder, although the BPI has claimed it will not bring a lawsuit against anyone who does. Sale of downloads of music to use on an MP3 player are allowed.
