The National Identity Card is an identity document that will become compulsory for over 16s applying for a passport in 2011/12. It is linked to a database known as the National Identity Register which contains information on current and past residences, biometric data and indicies to numerous other government databases.

Summary

The primary reason given by the government for the cards is to prevent terrorism, however there is no evidence it will reduce the risk or spread of terrorism. There is evidence, however, that they are easy to hack, thus not reducing identity fraud but possibly worsening it. Furthermore, the cards are expensive not only to government but also to individuals who have to pay for their card.

There is considerable resistance to the National Identity Register, which is seen as excessive and prone to lax security. It could also be the top of a slippery slope to more intrusive data collection.
